The walker might actually be working for the owners of the doggo, and I don’t think you’d still need to be licensed for that. That might just be his work.

If you have issues with that person, I think you should try to speak to them first. No point in creating a bigger issue, best to resolve it first.

There is nothing wrong with someone walking dogs for people!
